Problem of submitting photo-states of educational documents everytime.

The thing is that in Pakistan students of school,colleges,universities and then those who apply for jobs again and again have to submit all educational documents(photocopies) whenever they apply for anything.If there is any online electronic portfolio then we dont need to submit all documents again and again at different places eg for jobs,admissions,nadra,passport etc.
